The Paducah City Commission introduced a proposed ordinance Tuesday to standardize and enforce minimum safety criteria for single-family rental properties. The commission also adopted a higher tax on abandoned properties and a restructuring of the Southside Revitalization Project housing incentives.

The Paducah City Commission introduced a proposed rental occupancy ordinance amendment Tuesday aimed at standardizing and enforcing minimum safety criteria for single-family rental properties.

The amendment would seek to remove subjective criteria in the ordinance, adhering strictly to fire, electrical, plumbing and building codes. The issuance of rental occupancy permits on qualifying properties would require a $100 initial fee on first inspection and a $50 renewal fee for subsequent yearly inspections.

“I think adding an extra cost and burden to the landlords and also the tenants to get a yearly inspection and just coordinate that puts an extra burden on folks,†community member Shannon Crockett said. “It’s going to put a burden on the city staff as well, and it just looks like another way to get more money.â€

Commissioner Reynarldo Henderson spoke in support of the amendment, saying that while he understands the monetary concerns of landlords who take proper care of their properties, he is more concerned with protecting tenants from landlords who charge “exorbitant†rents for properties with unfit living conditions.

“There are landlords out there that do not take care of their property, and we do not want people living in unsafe conditions,†Mayor George Bray said. “We balance that against the fact that there are landlords out there that do take care of their property and think that $100 or $50 is exorbitant, or out of scope. We need to listen to everybody to try to make the right decision.â€
