OWENSBORO — A 16-year-old Eagle Scout candidate from Kentucky saw a need in the community for education and means toward the proper disposal of old, damaged or outdated American flags.

For his Eagle Scout Service Project, Andrew Tanner, a homeschooled senior from Owensboro, Kentucky, decided to construct boxes that allow community members to dispose of non-useable American flags. Tanner then empties the collection boxes and disposes of the flags through a recognized, proper means.
